Transporter plates are used on vehicles that you own, but cannot
register for various reasons. One such example is a leasing company. They own the vehicle, but will register it at a later
date. Another example is a conversion company. They buy vehicles, modify them, then sell them to a dealer. This type of plate
would be used to move said vehicles.
